Prompting me to download index.php, among other files?

When clicking on links within my mambo/smf installation it will randomly ask me if I want to download index.php or sometimes it will just show me the file. When it shows the file it's straight HTML. When I download the file and look at it it appears to be binary.

I am using the 1.3.1 with smf 1.03.

The com says this

I'm on Windows 2000 Server. Any ideas?

There might be some incompatibilities with win2k server. I will need some time to resolve this.

I rebooted and this problem went away. Don't ask me...

but it was still odd.
