links generated by smf don't work

I'm having a recurring problem with smf.
The link generated by SMF when a user reports a post to a moderator has an extra "?" in it causing the link to fail. For example, this is report:
http://www.mysite.com/mambo/index.php?option=com_smf&Itemid=78&expv=0&?topic=24.msg84#msg84
instead of
http://www.mysite.com/mambo/index.php?option=com_smf&Itemid=78&expv=0&topic=24.msg84#msg84
I've seen this error occur not only with the report post to moderator function, but also with others that are sent by email.
any ideas where I can fix this???

btw, seems to work okay using SMF in standalone mode
